In regards to let's legalize hemp:

It is my understanding that Oregon has already made the cultivation of industrial Hemp legal and just not began to grow it because of resistance from the DEA. So I am not sure who you are asking. Oregonians have already made their decision (reference http://www.leg.state.or.us/09reg/measures/sb0600.dir/sb0676.b.html ).

As far as helping the small farmers:

The only advantage I can see is that where hemp is grown it does permit benefits for crop grown after it (mostly winter cereals). The growing and manufacturing of hemp is extremely time and labor intensive. Hemp is not something new it has been around forever. Although, I do not see a reason for it not to be cultivated and grown I also don't see it as a crop that will effectively produce thousands of jobs or small businesses.
