CARLTON — When city workers discovered a rainbow of graffiti inside the public pool building and on buildings and signs around town, it seemed like a completely negative moment in Carlton’s history. But a community effort — involving police, the court system, city officials, local businesses and residents — has found a pot of gold at the end of that rainbow.
