Licensing and laws do nothing to curb the problem. If cats are required to be licensed then cat-lovers just stop putting collars on their cats, as they did by me. They won't even bother getting them micro-chipped, especially not that. They want absolutely nothing that can hold them legally responsible and liable for the actions of their pets.
However, I found something that DOES work. Cat-lovers quickly learned where I live that, collar or not, their cats on my land get shot on-sight no matter what. Simple as that and perfectly legal.
They either learn to stop getting more cats that die from cars, from animal attacks, rat-poisons, antifreeze in a gutter or garage; OR they finally learn how to be a responsible pet owner, respectful neighbor; and learn to keep their disease spreading, wildlife destroying, invasive species animal under supervision. Win win win. You can either destroy their cat for them humanely, or let their lack of care cause it to inevitably die inhumanely. They don't care one bit how their cat might cruelly suffer to death if they let it roam free. Humanly destroy their cat for them before that can happen. No matter HOW an outdoor cat dies, that is the fault of the person that let it roam free. Make no mistake about that. And they can easily be charged with all animal-neglect, animal-abandonment, and animal-endangerment laws.
You can't train a cat to stay home but I found that, in time, you CAN train a cat-owner into being a responsible pet-owner and a respectable neighbor. Most of them are so phenomenally stupid, disrespectful, and criminally irresponsible though that you have to make at least 12-15 of their cats permanently disappear before they start to figure out what they've been doing wrong all during their sorry, useless, and pathetic lives.

You are sorely misplacing your disgust.
It is people who let a destructive invasive-species roam free that tortures-to-death all other wildlife that have zero respect for life. They don't even care about their cats dying a slow torturous death from exposure, animal attacks, diseases, starvation, dehydration, becoming road-kill, environmental poisons. etc., the way that ALL stray cats suffer to death. They don't even respect their fellow human being. This speaks more than volumes about your disgusting character. People like you should be locked up in prison for life for your cruelty to all animals, your own cats as well as all the native wildlife that you let your cats skin alive or disembowel alive. If you let cats roam free you are violating every animal-abandonment, animal-neglect, animal-endangerment, and invasive-species law in existence.
You have nobody but yourself and everyone just like you to blame. YOU are the reason people are now realizing that all excess cats must be destroyed on-site and on-sight. You've done so much to make people care about cats, haven't you.
THIS IS YOUR FAULT and THE FAULT OF EVERYONE JUST LIKE YOU. You have NOBODY but yourselves to blame.
You can take that all the way to the very last shot-dead cat's grave.
If cat-advocates want REAL justice for their cats then any cat found outdoors would have to be cruelly tortured to death the same way their cats cruelly torture all other animals -- something that I couldn't do. Maybe that's why TNR-advocates don't mind that their cats slowly suffer to death by means of "attrition" -- by disease, attacks, exposure, starvation, road-kill, etc., on ad-infinauseum. They have absolutely no problems in torturing animals, not even their own cats. They're just like their cats.
After having witnessed how these so-called cat lovers don't give one sh** how their cats die, and all the ways that their cats cause the unneeded torment and suffering of so much wildlife, I doubt I will take such precautions to ensure cats' humane deaths in the future should any ever show up on my land ever again. I don't care how they die anymore, just so they are dead and gone. That's good enough now.
They're cats............I am not a cat owner, but after reading your posts, I will tell you that if I was, and I were your neighbor - - you and I would 'dance.' Never, never, underestimate what an animal lover will do.
Your postings make you sound like an illiterate, inhumane, poor excuse for a human being.
