The Mosgrove van lies crumpled on Highway 18 following the Tuesday night crash.
By PAUL DAQUILANTE and STARLA POINTER
Of the News-Register
A 13-year-old Dayton girl died about 8 p.m. Tuesday in a two-vehicle crash southwest of Dayton on Highway 18, near its intersection with the Lafayette Highway. She was riding in a vehicle driven by her mother.
The Oregon State Police identified the girl as Kalie Mosgrove, a seventh-grader at Dayton Junior High School. She was pronounced dead at the scene.
The mother, Connie Jo Mosgrove, a 47-year-old Dayton High graduate, was transported by Life Flight helicopter to Legacy Emanuel Hospital in Portland. She was listed in serious condition there this morning.
Kalie is survived by an older sister, Jessica, who graduated from Dayton High in 2008.
OSP Sgt. Brad Hessel gave this account of the fatal crash:
Mosgrove was southbound on Ash Road in a 1995 Plymouth Voyager van when she attempted to cross Highway 18.
The van was struck by an eastbound 1995 Ford Aeromax truck driven by Jolan Derek Miller, 33, of Vancouver, Wash. He was pulling an empty car transport trailer.
The vehicles came to rest on opposite sides of the highway.
Both Connie and Kalie Mosgrove were belted in. Hessel said it wasn't immediately clear if the truck driver was also belted in, but said he had escaped injury.
High school principal Roger Lorenzen said he learned about Kalie's death this morning and began contacting other district staff members using a phone tree. "This is a sad thing, a really sad thing any time of the year," he said.
Dayton schools are closed this week but are expected to take steps to remember Kalie when classes resume Monday, following the Thanksgiving break.
The Yamhill County Sheriff's Office assisted the state police at the scene. Medical and rescue personnel from the Dayton and McMinnville fire departments also responded, as did a team from the Oregon Department of Transportation.
The crash closed the highway. The Yamhill County Multi-Agency Traffic Team is handling the investigation.
The intersection of Highway 18 and the Lafayette Highway, which lies just southwest of the crash scene, was the focus of a News-Register investigation in September. It was triggered by the death of a 16-year-old Yamhill girl in a two-vehicle crash there.
The Ash Road intersection is sometimes used by locals to avoid the main Lafayette Highway intersection as they head into town.
Prior to Heather Snyder's death in August, the most recent fatality at the site came in 2001.
Between 2004 and 2008, the Oregon Department of Transportation recorded 15 crashes there, none of them fatal.

To the Families of All Involved ~ GOD - THE ONLY LIVING GOD - LOVES YOU. Woke up praying for you this morning. Kalie’s Memorial Service is just a few short hours away. I can‘t be with you today as the Community Cantata Choir will be at the Federal Prison at Noon to sing “A Baby Changes Everything”
Surely, you are still numb. Your hearts ache deeply as you vainly weigh yet another - "What IF... " You're still 'in the storm' and it may be some time before you come out the other side so I’d like to offer this gift - to all.
If, while active at First Baptist in Dayton, or maybe even at her own kitchen table, or on her knees by her bed, Kalie had accepted the Pardon JESUS purchased for her on Calvary, then imagine this with me:
The midnight sky is clear on this crisp clear night. Trillions of brilliant stars can be seen twinkling across the universe. Above you, in the sky, you see Jacob’s Ladder reaching toward Heaven. Yes - it’s the same Ladder Jacob saw as he lay on the desert sand, with his head on a rock - for a pillow. Angels are flying up, down, and all around, and standing at the top, eagerly waving down at us with her shining, smiling face aglow in the warmth of Heaven‘s Light is vibrant young KALIE. Hope lives anew as you hear:
“Mom! I finally got here, and it’s real! Heaven’s real! You should see this place! The Light’s so bright! It’s just everywhere! And the colors - oh, you’ve never seen such BRILLIANT colors! They’re translucent... and there’s every color you can think of, and MORE!
I’ve met Peter and Paul, Daniel and Jonah, King David, and Mary and Joseph, and Ruth and Naomi! Oh, so many folks are here! And Mom... Momma, you wouldn’t believe the children that are here. In my whole life, I never saw SO MANY BABIES! Everywhere you go, there’s babies. Momma, will you do us a favor? Be sure and tell everyone you meet that “GOD don’t need NO MORE BABIES.” (Michael D. Goodell, March 2009)
Sis - there’s even a crystal clear River running through Heaven, with trees to climb, and Music, everywhere! And they’re talking’ about a Dinner - a really, really big Banquet! You should see the tables up here! You’ve never seen so much white linen! So many people are invited, it would make your head swim! The GUEST LIST is SO LONG it’s on a BIG, BIG SCROLL! I’m sure your names are on it! They are ….aren’t they?
Oh, Momma… Sis… ALL of YOU… PLEASE - be patient… be kind to yourselves… forgive yourself, and one another. And if there’s anything you need to set straight with JESUS, will you do it right now? He told me to remind everyone He's waiting for you to receive the GIFT of PARDON, and ETERNAL LIFE, He died to give you. He's waiting to hear from you... Whew! Thanks! I just can’t imagine being here FOREVER - without YOU!
Oh, yes - and one more thing. JESUS said to tell you He UNDERSTANDS. He said He’s got A PLAN, and He wants you to know He’s sitting at the Right Hand of His FATHER - The Creator and Lover of your soul - and His JOB is to “make intercession for the saints.” I think that means JESUS is praying for you - every day - and He’s not going to quit, until you get here, too!
“THANKS!” to all of you - for everything! I’m safe, now. I’m HOME. I’ll be waiting for each of you just the other side of the Crystal Waterfall! OK? I can hardly wait to see you! You know, I don’t know who wrote the song, but he sure was right! I’ve “just seen JESUS” and Momma, I’ll “never be the same, again!” ’Bye for now. I love you, Momma, Jessica, ALL of you! Thanks for everything! Gotta go! Got HOME-WORK to do! See ya’ ~ Kalie”

Has anyone heard how Connie Mosgrove is doing? What about the whole family?
What needs to happy is that people needs to stop using that intersection. Then maybe they will close it. It could have been anyone out there that night. We all need to look at what if? We should not point fingers at anyone. It was a freak accident. Noone should lose a love one at this time of year. For that matter at notime. We just need to think about everyone involved. They were all part of this tragic accident. We just need to stop pointing fingers at everyone.
Please if anyone has any information on kalie's funearl or Connie Please let everyone know. We are a comminuty that cares for one another.

if there is a problem at the intersection than the dot needs to do something. Is the value of ones life not worth a stoplight or a speed limit sign? What is wrong with the way people in power think? Would they not think and feel different if it was their child, sister, cousin, or friend?

In seeing the sight, the county needs to rip out that short section of Ash Rd. between Hwy 18 and Lafayette Hwy. It is useless. it would be better that the farmer take and use the land, then have another person killed. It's not hard to drive the tenth of a mile to turn onto Lafayette Hwy. ODOT, County roads, are you reading of this!? Take it out of service before another person gets killed. Don't waste any money on feasibility costs, just get it closed and NOW.

I'm glad that The Dayton community is helping out the family. My prayers and thoughts to the Mosgrove family and to the school teacher and her friends. I know that it's going to be a hard road. We all need to stick with them in this time... God Bless....

At a reader's strong request, we deleted a short series of comments on this story. The action was taken "without prejudice" as they say. An inappropriate comment was made, and it drew a response that elicited an apology. Those participants interacted, so we decided to remove the exchange from our website out of respect for the victim's family. The participants are welcome to continue with comments.

Totally disagree with blocking off entrances to Hwy 18 at Lafayette Hwy as it's a significant thoroughfare for not only locals but folks from Salem and surrounding areas as well. The wasted work, family, and recreational hours could eventually equate to the monstrosity we experience between Newberg and Dundee. We've seen this done all over the Portland area, and it is absolutely irksome... like we're all children who don't know any better, and have to be guided through a maze. That is simply not the case.
Jeb Bladine ~ I think it's a very good thing you're going to hit this hard in Saturday's paper.
Pirate Mom ~ I've met Connie but haven't seen her in years. I'm a Sheridan Mom of three... a Grandmother of five... and even if I was to learn she is completely at fault - my heart would still ache for her, for the driver of the other vehicle, and for their families.
We do not know, and may never know, all the facts. Here - maybe this will help:
Remember the accident in which 16 yr-old Heather Snyder died? Remember, she was learning to drive, and had not yet built up a healthy reserve of driving experience.
I didn't know Heather but have a very dear friend who knew the family. I didn't know the driver of the truck that hit her car as she pulled onto Hwy 18 in front of him but I have dear friends who do know him. Both families are made up of fine, caring, loving people.
The man's truck and trailer, in which he hauls dirt/rocks, is white. We don't know whether Heather looked first to her left, then to her right, back to her left, and then pulled out as a seasoned driver might do.
IF Heather first looked to the right, then back to the left, it is entirely possible her brain and eyes interpreted the "white" of the truck traveling at 55 mph and almost upon her, as a 'clearing.' She may have perceived "no imminent danger." She may not have seen it at all. The driver could probably tell us if she was looking up at him as his truck hit her broadside - but I'll never ask him. If she did, fear was in both their hearts, and it was too late to reverse any action. Their fate was sealed.
I don't know what the weather conditions were at the time of Connie's accident, and Kalies' death. Details of the accident are still under investigation. We will all know stress , and "have both feet in the air"until the facts are deciphered, and reported as they will be.
The most constructive thing we can do at this time is let Kalie's death make us more determined that no other lives be snuffed out needlessly on this stretch of Highway 18.
Maybe it's time to get on board Jeb Bladine's train, let our voices be heard at both local and state levels, and ride out this storm until we have the answers on Highway 18?!
GOD bless... Grammi Sue

One possibility not mentioned is intimidation from behind. Aggressive tail-gating vehicles are intimidating and dangerous enough as they attempt to press us from behind. Many times I feel as though I’m giving driving lessons when slowing down, due to their having created a hazard by following me too close. It’s far easier to follow than it is to lead!
A parent of new drivers, I constantly “preach” this: do not let the person behind “push” you. Many a time I’ve felt intimidated from behind at an intersection, perhaps the driver had been “on my butt” for miles or has the audacity to hit their horn when thinking “I should have gone.” As a man, I likely feel a bit more comfortable “standing my ground.” What I fear is how this intimidation affects (some) women and young drivers.
Things happen so fast… we all need to slow down. I’m so sorry for this loss and realize it could happen to ANY of us. The community’s pain is evident, it has to help.

I agree this is a dangerous intersection, but lowering the speed limit or putting in a light is not the answer. The safest and cheap way to make that a safe intersection is to remove the intersection, use cement barriers and block off the street, it would be better if people used the freeway entrance about a mile north of there anyways.

After the August accident at Lafayette Highway and Highway 18, the News-Register published a major news story about the history of accidents at that location.
See News Story: http://web.newsregister.com/news/results.cfm?story_no=254679
In the same issue, Sept. 26, we published a strong editorial calling for a reduced speed limit along that stretch of Highway 18:
See Editorial: http://web.newsregister.com/news/results.cfm?story_no=254687
That editorial was ignored by local and state officials. Even stronger commentary on the same subject is scheduled for Saturday’s News-Register Viewpoints section.

Ever since Heather Snyder died at the lighted intersection of Hwy 18 and Lafayette Hwy, I have slowed down and watched traffic on both sides of that light. I do it miles west of there, at flashing yellow lights by Christensen Rd and Hwy 18, too. It's automatic, now.
However... I really like countrylife's idea of a 45 mph speed limit. We honor a 45 mph limit by the Truck Scales just east of McDougall's Corner - so why not at this far more critical stretch of road?! GOD Alone knows how many lives will be saved if we get that done!
While eric makes an excellent point, Connie will take no issue with Andalon's use of CAPS. They are nothing more than a stresful, heartfelt outpouring of grief, and love. No one ever has both feet on the ground in a situation like this except the Trooper who has to reconstruct the accident, decipher details, document facts, and issue a statistical report. It takes wisdom, and guts, to stand in the grizzly aftermath of that arena, take measurements, and do what must be done - after every fatality.
Whatever the details, Connie's pain is, and will be, forever great enough knowing she drove the car in which her youngest daughter, Kalie, died. Whether folks expressed their shock, concerns, admonitions, suggestions, grief, compassion, or love in these posts, Connie will read them all sooner or later, and relive the moments - the sounds - the pain - the agony - again... and again... and again.
If you can find it in your heart, it is your continued expressions of love and support at Kalie's Memorial Service, and in the days, weeks, and months ahead, that will mean the most to Connie, to Jessica, to family, to friends, and to the driver of the other vehicle- and his family.
ODOT ~ It's Thanksgiving Day; Christmas is coming. If it's within your power to lower the speed limit in that stretch, would you do whatever it takes, to get it done tomorrow, Monday, or just as soon as possible? Thanks 'n GOD bless... Grammi Sue

Your Love Will Be Passed On...
© Joshua J. Urness
You are with me everyday,
I feel you with every breath,
Your thought is with me,
With every decision I make.
You have been with me until now,
And it is hard to face,
That you are finally gone,
And I will never see you again.
Your hands, your touch, your smile,
Are things I will never forget,
All the love you shared with me,
And all the tears and pain you made go away.
In our short time together,
All the memories we had,
Will last in my heart,
Those memories I will never forget.
Although you have left,
Now you walk above,
You are always with me,
I'm always surrounded by your love.
Now you don't have to worry,
For your love will be passed on,
‘Cause even though you left me,
You are Always in my Heart.

My thoughts and prayers go out to the Mosgrove Family. I have know this family for along time. My sister and myself were friends of Jessica. My nieces played soccer with Kalie. She was a very sweet girl and very nice to everyone. She would always walk by my sister-in-laws house and talk to her before school and after. She was very friendly to everyone she came in contact with. It doesn't matter who's fault it is. It's that a Family lost a love one and another one in the hospital. The community needs to come together and help the family out. I know that this is a small town but we all have big hearts. Kalie leaves behind a sister that just had a baby boy that she loved so much. This was her first nephew. He will remember her. Even though he is young. I know that Jessica is having a hard time. Her mother is in serious condition and she lost her only sister that she had. I know that this is hard on the whole family. Kalie was always wanting to help others. She was involved in the youth group at the Dayton First Baptist Church, involved in school sport and youth soccer. She was also the little girl that would help out at the movie nights in the summer at the church doing the pop corn. So I just want everyone to know how much she will be missed and the family needs all the support and prayer that this community can give. May Kalie REST IN PEACE!!!!! Jessica stay strong for your son and mother......

I AM SO SORRY BECAUSE NO ONE SHOULD HAVE TO GO THRU THIS AND EVEN MORE AROUND THE HOLIDAYS. I BELIEVE THEY SHOULD DO SOMETHING ABOUT THAT INTERSECTION... THERE HAS BEEN ALOT OF ACCIDENTS THERE. I STRONGLY BELIEVE THAT THERE SHOULD BE A TRAFFIC LIGHT THERE. IT'LL HELP PREVENT ACCIDENTS AND HOPEFULLY SAFE OTHER FAMILYS THE PAIN OF LOSING A LOVED ONE.

I feel deeply for the families, but being a semi driver and driving the roads today, no one has respect for them. Light or no light is not going to stop people from rushing, running red light, doing rolling stops or thinking they can beat the truck. Or the world's best there to slow i need to get in front of them. The sad part is the drive's of these trucks have to live with this for the rest the rest of there lives that they killed someone. All of it could be avoided by just taking a second to stop and look, or just giving the truck the space it needs. Instead of a light just stop people from crossing 18 there is 5 other ways into dayton than croosing there, i and my family will spend the extra 5 min to go around so we can stay alive. And Tring to beat a semi is suicide the safest place around a semi is in back of it.

My heavy heart and deep prayers go out to the Mosgrove family.
When one of our Dayton family member dies, the entire community grieves and this being a child, my daughter is grieving the loss of her friend & volleyball team mate.
Was fog maybe the result of this accident? I take that street every morning to go to work and you must be very patient at times to wait for the right time (from both sides of traffic) to get on HWY 18. I tell my children to always be careful on entering HWY 18 and dont be so rushed because it isnt worth the few seconds you save darting out (I dont believe this was the case with this accident). These drivers on HYW 18 definately go faster than the 55 posted speed limit and they go too fast - way too fast for those trying to get onto the highway. I understand why many dont want another light at this intersection so I propose the speed limit to be set at 45 mph AND STRICTLY ENFORCED!!! as well as made a Safety Cooridore for violaters. The only thing the county of ODOT will have to pay for is new speed signs and regular assigning of police to sit and wait for the violators.

This accident was not at the intersection on HWY 18 it was just past it heading N, we were there after it happened. My condolences to the family and driver of the truck involved. However, I do drive and turn at that intersection everyday, it is very dangerous. I for one vote for lights there.

My heart goes out to all families involved. Very sad. And I agree ODOT does need to get something done about this intersection.

My thoughts and prayers go out to the families involved in this accident.
It appears that the department of transportations does not see this as a high priority for them to take it seriously. What will it take for anything to get done about this stretch of road.? Most likely a high profile accident. That seems to be the only thing has worked in the past. That is what has had to happen in the past. Hwy 18 and 99W east of Dayton a local business man and his family were seriously injured and killed. Then the stretch of hwy 18 on the west of the county took several serious and fatal accidents. Could ODOT not see if they could get funding from the Grande Ronde tribe? I am sure that something should be done since it is a main thoroughfare to the casino from the Portland Area. Come on ODOT.
